To fulfill this demand, the entity that operates the universal top-level domains, ICANN, launched the .MOBI domain extension in 2005. The first registrations were allowed in September 2006, and the idea behind this TLD is that all websites that use it need to comply with specific requirements. In other words, all .MOBI websites are required to be designed to be accessed faultlessly by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” formulated by the W3C Mobile Web Initiative (MWI) in collaboration with the dot MOBI Registry. These involve how a website is being navigated, the way it is being displayed (form and size), etc.

The requirements have raised some questions given that the generic top-level domain is the only one that specifies what devices need to be able to open a website and the way in which this needs to happen, breaking the so-called principles of device independence, according to which a web page should be designed in such a way as to be opened by the majority of web browsers and devices, be they mobile or stationary.
